You can get started early.

But, the official tools aren't coming till September, just so you know.

Also Conguest Palladin most likely is not allowed in official mods in anyway... because it is Owned by WotC

I don't see an issue with that, it simply adds something from the expanded setting to the game.

The explanation of the official mod limitations seem to imply that things that go completely against the setting (and obviously NSFW stuff) would be incompatible.

If anything, I expect WotC would object more to stuff being "officially" endorsed on mod.io from non-WotC IP ... like classes from WoW or FF14, spells from Pathfinder, weapons from Infinity Blade, etc. If you feature stuff from other WotC sourcebooks, well they figure maybe people will try those things out on tabletop, too.

That said, I think they don't want you remaking their own modules in a campaign editor, cuz they want to charge you for those on their own VTT service, and they don't want you taking iconic characters and "ruining" their brand. Or something that might open up their own IP to be grabbed by a different game/setting.

It will be interesting to see how all this plays out. Bear in mind Sony and Microsoft are gonna be protective of their own IP, too.

But you can be sure of one thing, if mod.io refuses to host Oath of Conquest, it will stay up at Nexus.

those i'd wager are unlikely to cause issues

the ones most likely to be denied will be things using actual assets from other games

i.e if you, idk, extract a resource from like a witcher game and use it to make an armor/clothing mod in bg3 larian might have to refuse hosting it on mod.io

its murky territory and most companies dont really bother to enforce their copyright over mods and what but they if they do bother to do it anyone hosting it will just buckle and comply to avoid a legal dispute
