I know there are a few action based ones but they are not turn based and there really isn't any character building in most of em.
There are a number of very good isometric RPG's that have more of a hand drawn art style though.
Kingmaker and Wrath of the Righteous from the pathfinder 1e setting are really good.
Arcanum of steamworks and magika is very good.
Pillar's of eternity 1 & 2 is also pretty good.
There are quite a few others as well.
Build diversity in this game is HUGE, with a ton of skills to upgrade and combine to form synergy combos, as well as loot drops and a fully-featured gear crafting and upgrade system.
I cannot recommend this game highly enough. Truly a hidden gem in the genre.

JRPGs emulating the NES/SNES era might serve you better, I personally very much enjoyed Dragon Quest 11. But they are going to trend to menu based combat over tactical positioning.
That said: maybe Planescape:Torment, dated though it is, might actually kind of qualify, if you look for a turn-based CRPG with a hand drawn look. Even the theme has something anime-ish, maybe. Really great setting, though, and a nice story! Even, to an extend, ties in to Baldur's Gate, in that some of it takes place in Avernus (and a large part is set in the extraplanar city of SIgil, which one of the companions in BG2 hails from)

The answer is NO.
However, there are Tactical J-RPGs that are close, less exploration more combat.
Final Fantasy Tactics, like the above poster said is darn good & the remake for PSP & IOS.
It was made by the Ogre Battle: Let us cling together team, wich itself is another great one.

Super Robot Wars (actual anime Mecha cross over game) only 1 game on steam out of 29

Now Anime style CRPG?, not that i can think off.
The 2 styles of games as always been seperate, CRPg's being the Western side of Role playing games.
And JRPG's being...well the Japanese style of Role playing games.
SO having ONe cross over to the other is unheard off as far as i can tell.
Maybe in the futur who knows?
