If you multi class into wizard you can only learn spells appropriate to the number of wizard levels you have and any spell learned will use your intellect modifier to do its DC/attacks.
Yep. And, in vanilla, that's how it works. Although, BTW, I do think you do find scrolls of a few cleric spells. Revivify obviously, sometimes Bless and a couple others, but they are not learnable, again in vanilla.
The other factor: it's cheaper if it's in your dedicated wizard school to learn the spell.
Also its notable that spells cast from scrolls cannot be upcast -- so 1-2 level damage spell scrolls have almost no utility by Act 2 or 3. Use em or sell em. Buff and control spell scrolls remain valuable throughout. 5/6 level scrolls are extremely powerful, and very available in Act 3, and can destroy game balance if overused.
Also worth noting is that your casting ability score is used when casting from a scroll, and that depends on the most recent class in which you took a first level. If that score is low there is not much point in casting from a scroll, unless its a buff in which case it always hits. If you scribe (learn) a spell from a scroll, then its always counted as a Wizard spell and your intelligence is your casting ability for that spell whenever you cast it. (Unless you also learned it as a different sort of caster, in which case you use the highest applicable ability score.)
As you can see, I love scrolls. They are often overlooked in online guide content,, as is alchemy. Both are powerful but optional tools.
