Can you romance her in act 1??
Unless you're using "romance" as a synonym for "♥♥♥♥", yes.
And I mean that literally.
I prefer to cut off her head immediately upon encountering. Death to traitors.
I mean....♥♥♥♥♥♥♥ duh?
That's an opportunity, but not the only one... I got the "spend the night flirting" scene BEFORE the party in one playthrough.
and make sure you long rest often in Act 1 to see camp events
Talk to her frequently, too. Play into the suggestive dialog options. ( Things like after the "Paladins of Tyr" fight when she asks how she looks, tell her she looks "hot" because of the obvious double meaning there ) Pick the dialog option about "I still can't touch you" and tell her you really want to after the first heart upgrade. Stuff like that. In short, be flirty.
Here's hers.

There are spoilers THERE, but I'm not giving any to you now. So, yes, her romance usually starts in Act 1... being non spoilerish, progression requires more steps in Acts 1-3.
