Oh, how i wish you were right with that.
Might just be a joke about how often rope is useful when people play the TTRPG (e.g. climbing, securing prisoners when you didn't bring manacles and leg irons, various other uses).
Maybe they were planning to use them in some feature that was never implemented, but didn't find it worthwhile to bother to remove the ropes.
Why do we spend so much time doing it? My only guess is a number of the group are accountants, and the DM likes to get under their skin XD
The thieves hanging outside of Wither's crypt is a good indication. You have a boulder hanging up top that can blow up a hole and nearby you had a statue that could've been used as something to attach a rope to so you could climb down as opposed to jumping.
Instead of rope uses you have more cliffs or vines you can climb up or down. That is my guess anyways. Kinda sad that the crafting is so bare bones compared to DOS2 which had more. All those metal bars are completely useless when you keep coming across smithies or forges and whatnot.
But rope definitely would've made more sense than convenient vines everywhere.
