Also try to select the characters you're gonna sent out and use summons to distract the enemies.
You can also cast your own difficult terrain on the enemies to hinder them.
Try to free Omeluum pretty early on as he has a useful ability that will help you.
Other than that indeed setting on fire. Though I think the most efficient way is just to avoid the nets as much as you can.
Alternatively, considering I think I can guess where this is happening (either the room with the 8 prisoners or the hallway to Omeluum), send one guy that way with a high AC (22+) and Cloak of Displacement. The nets key off attack rolls, so if they can't hit you, you can't be Ensnared.
PS: Zone of code may not be the best spell for that section because it causes the floor to freeze, which may cause some of the prisioners to fall prone on the ice when they run through it. So maybe eletricity base spells might be better, or simply try to remove the ice before they move through it with a fire spell.
The hardest part is getting all of the prisioners moving in time to get to the sub. You basically have at most 2 turns to get all cells opened, if you delay any more than 2 turns some of the prisioners will perish (even if they are close to the ladder that leads to the sub when the timer finishes).
So whatever your plan of attack is, it has to include one key principle of unrelenting aggression on your part. Move fast, hit hard, and pray that the prisioner AI will cooperate with you and not do really dumb stuff like block the ladder for each other preventing them from climbing. I had to restart this level many times because of this, until in desperation i started to shove prisioners that were blocking the ladder, so that their buddies could climb it in their turn.
And the room where they spawn all the time (where you save toobins daughter) can be closed using the lever and so you can cut them all behind the door.
