I don't remember it being strictly a mod issue (seen it pop up a few times since the patch), but just in case. If it doesn't work, consider reporting it directly to larian with the savegame for proper tracking.
For mods I use the Vortex Mod Manager. Is it enough to delete it?
No.
A lot of mods users have shown in countless forums posts in the past that they are under common misconceptions when it comes to mods removal.

It is very important that mods user follow the detailed instructions of the mods authors in regards of installation and deinstallation of mods to ensure compatibility and functionality of the game and mods. Should an issue occur follow their instructions and in doubt consult the mods authors for mods related issues.
You can only be certain that an issue is not mods related if you confirmed it yourself by removing your mods completely and thoroughly.
