It's more difficult, but still not difficult like Pathfinder Kingmaker or WotR on unfair Last Azlanti solo.
Ranged Battle Master or Ranged Sword Bard are still the strongest classes against single and multi target.
(*) Not as many, but still plenty.
... Other than that, I suspect the only thing Larian will do in the future is probably add more options to Custom so that Custom can be better at either making it easier, or harder, for those who like it either way. I do not think they intend to ever put in a Nightmare type difficulty which is harder than Tactician or Honor.
Want to be truly challenged? Make some terrible builds and electively make your own game harder:
1) No stats higher than 14 and you never choose ASI when you get a feat.
2) Everyone wears light armor the entire game.
3) Never employ GWM, speed or giant potions or haste, and never use items that give ‘always advantage’.
You can make the game quite hard if you really wanted to.

I understand that I can install mods. But I would like the game itself to be difficult at the maximum difficulty level. And so I was disappointed (
If you think those things make it too easy - well, gosh darn it, you can make things harder for yourself by either not using them, or not using as many. Think the game makes it too easy to rest too often? Take fewer long rests. There are many ways to make it harder for yourself if you want to. Self-limiting is always an option.
And, better yet, won't impact anybody ELSE's game who likes, well, abundance.

Ever heard of the Goldilocks problem?
You may find this hard to believe, but we have another thread that says the game is still too hard on its easiest difficulty (Explorer), as well as people like you complaining its too easy on the maximum difficulty.
Now, to be fair, those folks who say it's too hard on Explorer probably don't have as much experience with CRPGs, TT-RPGs, or maybe even games in general, as the others who are breezing through it. They may not be doing the munchkin minmax building; they may not even know you can do it.
How to make a game that can satisfy both sides of this equation, bearing in mind you want to sell games to as many people as possible?
Have multiple difficulty levels.
Alas, even at the end of the day, you still won't end up satisfying everybody, and maybe you never will.
