You do not need a third party mod support.
The game is build on the same engine as DIvinity Original Sin 2. So they don't have to provide any modding tools since they are already around.
The question would be if WotC would allow official mod support through Steam or not.
If you want a mod deleted from there, try basedmods.
You should get support through them one day. I will just boycott.
Also, they do allow modders to accept voluntary donations and contributions for their work. Nobody can charge upfront, but many can be "tipped" if you wish. Again seems like a fair system.
As for what they will or won't host - not gonna get into that.
I agree with others that personally I am NOT hoping "official mod support" means integration with the Steam Workshop, and in fact, there could be reasons to hope they DON'T do that. (There are OTHER ways they could make mods easier to install and use.)
Joke is on Nexus with their speed cap. Their minimum is still far more than what my bandwith's maximum capacity is.
They're a private company. Either you agree to their rules or you don't use their system. If you do break their rules, consequences are on you.
As far as I'm aware, the only thing you can pay for is potentially faster download speeds and ad-blocking for those people that aren't already using an ad-blocker.
Agreed. Honestly, the 3MB/s is plenty for me. Sure you can pay for 'unlimited' speeds, but that's still reliant on the speed of your own net, and the gain here would be minimal.
Donations are entirely optional and where they go is up to the mod authors. Personally I just split all mine between the charities, avoids any potential fuss and the amount I'd get is fairly small anyway.
The DOS2 tools don't really work with BG3.
Looking at DOS2 it is possible that there will be workshop support one day.
Even so you'll still be better off using mod sites and a manager because loading orders through the workshop will be a nightmare for this game.

Best meaning mods by, and for incels, racists, homophobes, transphobes, etc. and similar that are banned elsewhere because no one with sponsors wants to be associated with them.
As for workshop, who knows. Larian stated that 'mod support' would be coming at some point but never provided a date or what that support would look like.
