You need to use a finesse weapon to get the same chances to hit.
If you are proficient it's because they are not light weapons (needed for dual-wielding) and they are not finesse weapons (needed to make use of your rogue's dexterity).
If you have low strength you will have lower accuracy and lower damage with strength-based weapons, which is all melee weapons except the finesse ones, and you can't dual-wield unless they are light weapons or unless you have the appropriate feat, which you apparently do have.
Basically, you'll be better off with two short swords, two daggers or two rapiers which use your dexterity instead of your strength, or a ranged weapon.
If you're dead set on having some bludgeoning damage with dual wielder, then you probably want to chug the hill giant elixirs every long rest. Rogues are tbh much better off with dual hand crossbows and sharpshooter though, leave the clobbering to fighters.
Well, first off, you're attack bonus is is gonna be low with makeup.
As for your Rogue, the reason their melee attacks have such a low attack bonus is because the weapons you're wielding aren't Finesse, and Rogues are DEX-scaling units.
This only gets further exacerbated if you have a STR of 8 but a DEX of 18/20. It's a +/- 5 point difference which equates to a difference of 25% effective accuracy lost.
What I'd recommend is switching from your maces to either a combo of Club of Hill Giant Strength / Handmaiden's Mace and Blood of Lathander / Devotee's Mace (if you want to stick to maces as your melee options), or to go for DEX based weapons like KotUK + Bloodthirst, Thorn Blade + Justiciar's Scimitar, Larethian's Wrath + Phalar Aluve. If you're cheeky and you're playing a human or half-elf, you can use a glaive sold by Exxvikyap known as the Dancing Breeze.
As for non-dual-wielding or two-hand options, Belm's the best single-hand Rogue weapon in the game (I count KotUK and Bloodthirst as dual wield options because of them both being amazing statsticks and pairing amazingly well together with any other one-hand weapons for the bonuses). It's bonus action attack makes dual-wielding inherently nonsynergistic, but it allows the use of shields which can make your Rogue an AC tank from hell (Elegant Studded Leather + Walking Fortress = AC 21 at base with spell resistance, it's very good), all while maintaining good DPR output thanks to naturally having a minimum of 2 attacks per round (3 for Thieves).
There are some good potions that give you +2 to hit (+10%). It seems silly for one attack, but it is very much worth it.
