Gather your Allies
Seems very strange (and lame) that you gather allies for the final battle and they can all be called upon to show up, but the rest of your party outside the chosen 4 aren't an option and they all just stay at camp doing nothing. They should at least be able to be summoned and controlled by AI like the rest of the summons. Aren't they supposed to be your closest allies?

I can control most of my summons, so I agree, why not the rest of the party? Second time threw, I am telling everyone to kick rocks except the few I want.

I finished the game for the first time yesterday, and I had hoped it'd give me all my characters in the party for the final confrontation with the big bad.

Tbf, if you bring all of the companions into the final battle(which can be up to 10 people), the enemies that you're facing wouldn't stand a chance.

There are too many scripting reasons why it is not possible.
Unless one comes up with a good idea to address them all, it stays as it is.

This is a great idea, they could be either summons like Halsin in the goblin camp or just self controlled as npc's. The brain could summon more mirror image enemies to compensate.

WotR had a endgame scene where (from your party of 11) 6 are inside on the final mission, but then it cuts to the 5 you left at camp now being outside, trying to hold off some creatures trying to get inside the final dungeon. So yes, you do get a final chance to use some characters you left at camp.

BTW, nothing terrible happens if the 5 outside all die/fail, just makes the final mission for your chosen 6 harder. Also, Owlcat being Owlcat, the scripting for that scene often borked to hell. Sigh. And the other problem is players not knowing this would happen, often never leveling up the 5 who were left behind at camp.

One of the NWN scenarios allowed you to use your entire roster of companions for the final battle. It was a hard fight - you needed them all.

If this is an option, the game by no means told me, much less told me how to do it! And I've had two playthroughs!

I'm gonna have to re-load a save, but because I definitely don't remember seeing it.

It should probably pop up with a bit more fanfare so you can't possibly miss it.
There are so many icons on the screen at once with new ones appearing all the time; eventually, it starts to look like white noise.

...though, to my credit, I did complete two full runs with only four party members at the end. So...

You are right. As for me it would be good in those situation in games like BG3, when apart of BBG there is "secondary danger" that is needed to be dealt at the same time. It would be plot reason to not get entire party for a big fight, and for the moment of decisions characters could be still available (like who will change into Mind Flayer).
