you need to awaken the unconscious flaming fist in the groundfloor bedroom of the last light in.
to do this, you need to go to the hospital west on the map, kill the thorm or convince him to kill himself, take the LUTE off his body, then give it to the sleeping flaming fist, thats when the portal will open, defend the portal, then thaniel will be safe, and you can have halsin in your party

Then proceed your playthrough from where you left off.
Hint: It's not Oliver who opens a portal but Halsin.
This is the correct answer:
The Narrator/DM and Halsin have always interjected something when Oliver's either finished being a sore winner or sore loser after Halsin rescued Thaniel. Then, the active character would get more dialog options.
Halsin must have rescued Thaniel if the quest is saying to find the other half.
If Halsin is in the party, submit a bug report and make sure to state how long ago it was when you paused on playing the game.
Be sure that no mods are or were installed. Even cosmetic mods can affect quests. "Mod Fixer" was found to break a lot of stuff after one of the hotfixes. It is included within several mods and forces a recompiling of scripts, which can cause issues with fixes to scripts from official patches.
You can have him join the party when he becomes available as companion and then have him take the lead in the final meeting between Oliver and Thaniel for an approval boost.
Or disapproval if you act confrontational towards Oliver yourself.
*Sigh* No, it is not a 'bug'.
Most likely what needs to be done is that the Halsin side of this dual path quest needs to be progressed. Do note that there are two 'portals' involved. One which Oliver eventually creates and a much bigger one (and a much bigger encounter) that Halsin creates.
Good Luck
1) find Art in Last Light
2) hear him talk about Thaniel
3) tell Halsin about him (you can do that in camp, no need for Halsin to be in your party)
4) Halsin goes to Last Light
5) Talk to Halsin there, and find out that Art needs his lute
6) Go get the lute from Doc Thorm
7) Art wakes up; Halsin says follow me to the portal
8) Follow Halsin to the portal
9) Defend the portal
10) Find out Thaniel is missing half of his soul or whatever
11) Then go to Oliver
