Voice lines and sound effects not working for Astarion (outside cinematics & convo)

I am not getting any sound effects, exploration, or banter voice lines from Astarion.
It just started happening on current run just before entering the Creche in Act 1. I didn't think anything of it, figured it was just a bug that'd clear up on a reload later. Welp, it's a couple hours later and I realized he still has no lines or sound effects, and it's only him.

Any suggestions or help outside of reloading an hours prior save?

No mods, all sounds up to 100

I've got something similar but it's with many of my companions.

I've had one party member periodically go silent on exploration banter. I can see what they are talking and saying something but don't hear it. Other companions in that scripted banter I can see/hear just fine.

Well, apparently reloading an old save, letting his lines play, and reloading my current save somehow fixed the issue. I don't understand why, but yay!

I get blank periods fairly often. Where a character will go silent despite the text showing on the screen.

Yeah, this seems to be a reoccurring issue now. I can temporarily fix it, but it eventually stops working again. Damn.

I've had this issue a few times, and it seems to be related to swapping out companions at camp. Whichever companion I swapped out to would lose all of their voicelines, including battle effects and incantations.

I get it pretty consistently, the only way I've can deal with it is by quicksaving and then quickloading.
