Ansur gains condition Legendary Action: Draconic Wrath at the start of each round. While this status is active, he will use Lightning Breath on the first creature who attacks him."
Seems about right, doesn't it? Honour mode = new abilities.
In tactician (might be similar to HM), Ansur has *two* AOE abilities:
The first is a reaction AOE breath anyone that attacks him. You do this with a very well protected melee creature attacking all alone on one side of Ansur (or your whole party gets blasted).
The second is when he flies up in the air and 'charges' for a huge pre-marked set of lightning circles that will go off -- the game tells you to take cover for this.
The timer is for the second one above. The first one is just an inherent ability of Ansur's, and it is rather nasty.

for the future use try using Globe of Invulnerability, it protects you completely from his AOE
So, once he starts charging you need to heal up, have lightening resist and hope that's enough to survive it.
