Not common. Probably mods related. So even if you restart you will run into the same issue again with the same mods. For mods related issues consult the mods authors.
Make sure you update your mod.
In your case, go back to the previous save and drop party members and get past that sleep and then re-add. The underdark boat trip is the only choke point for those mods still, but there might be a few other places it fails if you haven't updated.
If you are cloning other NPCs via another mod, it might mess up your player number assignments (or whatever that internal variable is). For example, I tried cloning the red dragon for fun, but it was too large to move around with the party so I sent them to camp. It messed up my party order and put my TAV in Wyll's place and I had to go back and save scum.
Regardless, I would say that it's 100% mod related. Get rid of those, restart your game. That will be the first thing people will tell you do to.
Stuff like this is almost always Mods related. Millions of players do NOT have this type of issue. It only seems to affect Mods users.
Mods need to be kept up-to-date with the current Patch/Hot-Fix releases or unpredictable results will happen as the Mods corrupt the game.

If you have that mod , in order to wake up your party, click on somebody not in the bedrolls. For me, this works every time.
I tried removing mods but that didn’t work and every other character portrait disappears when the cutscene starts. I also tried killing my character and then activating the cutscene but that despawned all of them leading to an instant game over

What you are describing is often a bug/quirk with it - but one that I have always found easy to work around.
If you have that one, that might be the one to focus on. And if you are using the Legacy version - unfortunately THAT one can't be disabled in a mod manager.
Consult the mods authors for mods related issues.
Yes it could probably be related to excess party members, or to removing mods. But in my experience, the issue can be circumvented. Can be, not necessarily Will be.
If the above does not work, go to an earlier save before camp and kick out party members &/or restore mods, then try again. Using earlier saves to make fixes always leads to good things -- not a panacea, but close.
