Here is my suggestions. Respec him with (10,16,13,16,12,8)
Feats: Ability(INT), Alert, Resilient(CON)
I also like Duel Wielder in place of Alert and then try and boost his Init in other ways.

BTW - I use my Wizards assuming I always have a concentration spell running and doing damage once the concentration spell is in in progress. Exception is with Hat of Fire Acuity. Then of course I do some fire damage first then cast a concentration spell.
For now, it's more about stats, versus concentration, versus crits.
* He could crowd control... but I have a Bard main for that
* I never throw down concentration spells with him, so why waste a feat for concentration?
* He hits with too many elements to do the 'overcome resistance' thing usefully
So, yeah ASI to 20 would be my move.
And then think about nutty side hustles like War Caster / Resilient, dual wielding staves (a little cheese but a little clever), wielding a shield (as he might actually give up Mage Armor due to some unique clothing in Act III), etc.

In doubt go for Ability Score Improvement, especially as Evocation mage.
