And no, it’s obvious that in 1500 hours this is not my first playthrough. He should probably have way more HP though ay lvl 20 lol and at least the ability to upcast that should be easy to implement him upcasting.
That said, it's 110% your fault, why would you experiment on honor mode? It's not soft lock but you will almost certainly fail gales quest lol

What is broken? What you are saying is broken, isn't, that's your problem. You can continue playing right? Does the game crash? Does Gale instantly die/explode? You just don't have access to that part of his quest this play through. It can continue later. Have you gotten to act 3? If not how do you know it's broken?
