Just re-spec with Withers.
Hunger of Hadar is a Warlock spell, so you won't get access to it via normal level up spell selection.
At L3 Bard, you choose a subclass. It's a choice, but the game somewhat awkwardly chooses a default one for you -- I'm guessing you may have missed this? (why does the game do this here, but not with spells, battlemaster moves, etc. -- why not leave it empty to force you to see it and choose?)
If you choose College of Swords or College of Valor, you get a special unlock at L10 called Magical Secrets -- this lets you obtain selected spells from other casting classes that you get to obtain and cast using your CHA modifier. Hunger of Hadar is one of the spells you can pick.
If you went with College of Lore, you get Magical Secrets twice -- once at L6 and another time at L10. Either of these windows will get you Hunger of Hadar if you want it.

Fireball is a meat and potatoes big hitter kind of spell that Bards typically can't get.
Counterspell is absolutely brilliant. Shuts down so many AOE/attack/control attempts.
Spirit Guardians is a shockingly effective spell vs. undead or large packs of low HP creatures -- it's like an enemy-only weed wacker / string trimmer. Just engage Dash and run around and puree everything, even if your party is in the vicinity. It's amazing.
HoH is nice, don't get me wrong, but I wouldn't even pick it in the top 5 for my Lore Bard. But you do you -- it may uniquely sing with your build. And re-spec is cheap, so go nuts.

How Larian implemented them into BG3? Perhaps the level up screen could have been clearer about the Lore / Magical Secrets stuff?

I'd just spend the 100g with Withers and overcome what wasn't clear in level up the first time.
Seriously, once you re-spec and see how easy/simple it is:
1) You just don't stress about your build. You just make it better. In a game FULL of permanent choices, it's nice to have an 'undo' button with your character's abilities/stats/etc.
2) Re-spec becomes a basic oil change for your build. It lets you trade out spells you never use, take a different subclass, etc.
3) Re-spec becomes a laboratory for experimentation. Didn't like College of X? Try College of Y. Could a Bard be a vicious AOE attack superstar with Magical Secrets? Let's try that. Etc. etc.
