Spell save DC isn't being calculated from the spell casting ability
I recently ran into an issue with my Eldritch Knight Fighter seemingly using random ability scores as the spell casting ability for spell saves. I've done some digging and I've realized it's not just my custom character, it's all the characters; Shadowheart, Wyll, Gale, etc. Their spell save DC's are literally all over the place.

For example, in my game Gale (lvl 8) currently has an INT score of 18 which should put his spell save DC at 15 (8+proficiency of 3+INT modifier of 4). And thats exactly what's listed in Gale's spell book, "Spell save DC 15 | 8 base, +3 from proficiency, +4 from intelligence."

So, if I have him cast the spell 'Fireball' which requires a Dexterity saving throw of those hit by it you would think that the DEX save DC would be 15 right? WRONG. IT'S 13. Why is the DC set at 13??? Mousing over the saving throw for Fireball reveals the following information:

Saving Throw
Dexterity
"The target needs to roll against the caster's Spell Difficulty Class.

If the roll is equal to or higher than the Difficulty Class, the target resists the spell.

Spell Difficulty Class (Gale)
13
[*hovers mouse over 13]
8 Base DC
+2 from Dexterity
+3 Proficiency"

*checks notes*
Gale's DEX score is 14 (+2).

WHYYYY???

Every spell which requires a saving throw uses Gale's ability score of the saving throw ability in question to calculate the spell save DC. If a spell requires a STR save, it uses Gale's STR modifier for the DC calculation. If it requires CON, the spell save DC is calculated with Gale's CON, ect. ect. The same goes for all the other spell casters too.

Anyone else have this in their game?? There's no way that's the way it's supposed to work right, because if so, whats the point of increasing my spell casting ability so I can better cast hold person, or polymorph, or any of the other fun spells?

I just tested this and mine was correct. The target rolled against the Spell Save DC. Gales INT was always used. I have tested this dozens and dozens of times over the last month and I have never seen what you describe.

Have you multclassed? Do you have mods.?

I will say there are a lot of bugs in the combat log. My fights take a long time because I obsess over the details in the combat log and there are a lot of problems there.
