You can yell at Larian if you want. Far more productive: excise BG3 Mod Fixer from your mod list and/or update Party Limit Begone Legacy to 1.7.4 (or switch to 2.0).
You can go ahead and contact Larian tech support. I can tell you what they're going to tell you: disable all mods. And they're not wrong, even if that might be excessive.
I don't use mod fixer. I use the basket of equipment mod. The author doesn't know how to fix this because........ Larian, by their own admission, doesn't know what they did to break everything. But they did say they broke quest items. Yay for honesty I guess?
Forgive the rant that's coming next: what is irritating about that piece of code is many folks embed it in their mods, and sometimes users don't even know (although the WIndows Mod Manager can tell you). (I can't use it.)
Last I heard, somebody said there may be a new version of BFE without Modfixer in it. Dunno. Contact the author. Check the forums.
But, otherwise, I would say your options are to disable it. I don't know if it creates a save dependency. Other than that, there are workarounds (which I myself might have to be resorting to soon). (Essentially, put quest items in camp chest instead of inventory.)
Larian can't fix this problem. Your mod, and what that mod contains, is creating the problem.
