The closest I can find in Act 1 is the Spider Matriarch robe but its by no means an actual dress
:'(

There's a shop in Act 3 that sells dresses along with other fancy clothes. They have no combat use though. The only dress I've found with combat utility I had to peel off a boss.

The only decent looking dress for female that comes into my mind is Wavelength Mother Dress which you get with a side quest in Act 3.

Facemakers, in the Lower City, near the "Baldur's Gate" waypoint. The owner can get killed tho.

ah the guy that sells camp clothing and underwear.

This is quite a complaint from female players, there's barely any dresses for them that aren't revealing. Fortunately mods help somewhat.
Shame, really. Considering you have "camp" clothes you'd think they'd be lots for that.

Yeah him. He has a few dresses. I found a white one that looks great on Selune Shadowheart.

yeah pretty strange that you only get them at the end of the game basically. Something that also get pretty missed out, if you aren't into discovering stuff.

I suppose one could make the case that dresses are not the best option for travelling in the wilderness but in the city...

yeah that is true. But at least give some "travel" gear you know. It was a long journey to finally find some clothing that isn't some rags lol.

Robes? Yes. Dresses? Are there any dresses? Hmm.
