You are going to be facing some Sahuagin down there. I think it can definitely be completed with a lvl10 party. The problem is more essentially that it's one of those countdown timer quests. Depending on difficulty, you have x turns to get your party and anybody they are trying to rescue, back into the submarine.
BTW, you only need 1 party member to make it back to the sub alive. Everybody else will die in the explosion but good ol' Withers can still bring them back to life. However, again, any Gondians you don't get back to the sub before the place blows will also die down there.
From my perspective, Duke Ravengard is the most important person to rescue. Focus on that. Rescuing Omeluum (IF he's there) or Gondians should be secondary objectives.
You need to look at the map, when the whole quest with Gortash appears. Hard to miss it, it's a huge area near the docks.
As for the prison itself - you can definitely take out everyone, perhaps not on the first try, but it's possible without much fuss. For most convenience you will need a cleric to go for Duke, Anyone tanky to go for Omeluum and anyone fast to go for gondians around.
Make sure to utilize fire resistance of any source on the Duke, and then you can Dimension Door with him almost to the ladder. Others can benefit greatly from Haste, Misty Step and potions. If you have a spare Haste grenade, drop it by the ladder, right in the middle of the action, so that gondians would have a free speed boost when going back to the submarine.
If you have a Rogue Thief in the party, especially with "quick heels", this quest becomes rather trivial and you can rescue gondians just solo in two turns tops.
So if I start the quest for Omeluum, do I get more XP for rescuing him?
Don't send more than one person to rescue Omeluum - as is standard with Dim Door, he can only teleport one person besides himself.
I don't know if there is a threshold of how many Gondians you "have" to rescue. I would say i usually try and rescue as many as I can. I have never attempted the effort to rescue them all...
Zoomin' Toobin seems to care most about his daughter Ophelia, and she is usually already back on the sub by the first turn.
As was just said, if you broke Wyll's pact with Mizora, when you go to rescue the Duke, he's a) gonna be low on health and b) surrounded by exploding spiders summoned by that devilish witch. Heal him with thrown potions etc. and make sure to detonate the spiders far away from him.
1. Talk to Ironhand Gnomes in their hideout in Rivington (assuming you saved them in Act 2). Convince Wulbren that you will talk to Iron Hand gnomes and figure out that's happening. Talk to Barcus right after, agree to resolve this diplomatically.
2. Meet Gortash during coronation. This triggers the quest of obtaining his stone.
3. Find Society of Brilliance. Get the quest to find Omeluum.
4. In Lower City go to docks and talk to the mermaid ladies. They will give you more info about the underwater beast that killed one of their own.
5. In the same location you will find the Steel Watcher factory. You will have to sneak in, you can't just walk in. Has to be a sneaky char in your party. As soon as you get there, you will have the cutscene and then convince the lady with the mechanical thing that you are also the watcher or guard or whatever. She'll let you go. Find the blind gnome (a bit further from the main party) and learn about the prisoners. Promise that you'll help.
6. Voila, now you just need to get to the Iron Throne and save everyone. There are plenty of YT guides on how to do it. They all are more detailed and visual than I can ever be.
This order of actions will get you a whooping amount of XP, but, what's most importantly - it will give you a Gontr Mael - best legendary longbow in the whole game. Also some other nice trinkets, such as Hellfire Engine Crossbow, other loot and extra trader (Omeluum).
Omeluum, as I said, can teleport you and his rescuer to the sub after being freed.
Once you free Duke Ravengard from his cell, he becomes a controllable NPC you can guide back to the sub. Besides Mizora trying to kill him, it seems like the Sahuagin will often treat him as priority target 1 for their nets, so make sure to protect him.
