Sort of reminds me of "The Silence" on Doctor Who.
The woman who says her daughter is missing is named Lora. The quest to save her daughter Vanra is called ... "Save Vanra". It can overlap with a related quest Help (and Avenge) the Hag Survivors.
Vanra is quite real, you will meet Auntie Ethel again to save her (as stated above), and the only reason people are doubting Lora is, as you've found, Ethel knows how to magically alter peoples' memories, and otherwise manipulate people. In particular, she wants to convince other people that Lora is crazy. And lying about a missing daughter, or what happened to her. In truth, Ethel - who is posing as Capt. Grisly in the Blushing Mermaid - ATE Vanra.
