What happened to Barcus? (Act 3)

Essentially, when you take this long to beat a game, things get spoiled. I ended learning that Barcus can become the Ironhand leader if you keep him alive through act 3 but somehow, he didnt interrupt Wulbren, nor was he there at all. It said he should do it period unless he dies. But I had him alive in last light, as a camp follower after the Grymforge, I see no possible way he died in act 2, because I freed wulbren, and got all the interactions after moonrise, and he did nothing after that, and even reading through his wiki, I dont think he even CAN die in act 3 unless I kill him, which obviously I didn't

In my game I ran across him in the Gnome hideout trying to persuade Wulbren to not be a Johnson.

Then next I saw him as you were indicating.

Possibly a bug or a missed trigger.

I don’t think he was in the cellar for me, so o might’ve been hit with a bug. I can’t imagine I missed any triggers given how many times I’ve spoken to him, including after taking moonrise, so that really sucks. Especially since I was trying to get a “goodest guy” ending since I don’t expect to replay the game for a few years at minimum once beating it.
