And what happens when you tell Wulbren that he is right around the corner?
Ahh. Did you convince him to join your Camp? As a permanent resident?
If you did recruit him, go to Camp and put one of your followers out of your party. See if you can add Barcus. If you can, take him to the Inn. I bet the quest will complete. Then, you can take him back to Camp and get your regular party member.
I do have him in my camp but there is no option to recruit him into my party when I interact with him (even if I am down one party member).
Once Barcus was convinced to join the camp from Grymforge, he should immediately appear at LLI when arriving at the LLI regardless of Wulbren's status. He'll be walking around by where His Majesty sleeps (and sometimes "arguing"? with His Majesty). From the front entrance, that's just behind the wall to the immediate left where there are some bookshelves and a desk (and a cushion where His Majesty sleeps).
You'll need to tell Barcus that Wulbren's been saved for the Ironhand's optional side-story to progress. It should not be required to continue the Ironhand story in Act III, but if Barcus is not at LLI, something's wrong and the story might not progress.
Even after Wulbren dismisses Barcus at LLI, Barcus is still found there until after dealing with Ketheric which is when Wulbren and Barcus move to Moonrise and Barcus has some important things to say about Wulbren while Wulbren's attitude has changed towards the main character but he is also ignoring Barcus altogether.
