It's technically not even something you HAVE to do. But IF you're going to fight Gortash, it will make things MUCH easier. And it can make Wulbren (or better, Barcus, or Toobin) very happy, and possibly get some Endgame help.
It's optimal to do it after you rescue the Iron Throne prisoners first. Especially as Foundry Bane dorks can set off a Motivator that could kill everyone in the Iron Throne. And after you do so, you can tell Zoomin Toobin to start a revolution once his daughter is free.
