Do guards in the city of Baldurs Gate respawn infinitely?

Im nearing the end of the game as Durge and i want to kill every npc i can in the city, but the guards just keep coming from somwhere.

hmm ... hypothetically if using a larger party mod, could you fortify guard spawn points? Effectively taking control of the city ?

Or do they spawn like in BG1, BG2, once you enter room/area?

Thinking about some form of evil run in the future.
