Report a translation problem
Hotfix 16 broke orange quest items, is the long and short of it. That amulet and a whole bunch of other stuff you might need to for opening doors, giving to people, etc., etc.
BUT ... not for everybody. And nobody knows the exact culprit. But it definitely appears to be mods. One person so far has said disabling all mods removed this issue.
I encourage you (or anybody else) to try it, and then report back your results. It SEEMS to be mods and we should try and determine that for sure. Then the next fun adventure is figuring out which one(s) are causing the problem. It WASN'T the one I thought.
My speculation is whatever isn't playing nice with Hotfix 16 may need to be updated.

I imagine something very banal I keep telling almost every update. It is so bothersome and impossible to keep the misinformation spreading where seemingly all affected people jump on the easiest conclusion regardless if it is wrong.
I don't have it yet, but I could be getting it in 2 weeks (unless I turn off auto updating, never have), so maybe we can have it figured out by then.
I am no longer sure about the goal. I keep asking since yesterday for people to share their savegames. None ever did. Most cases seemingly because of mods. So no further checking is possible.
Mhm. I have used milestones savegames for troubleshooting and I played a fair while yesterday so I was able to check more than half of the reddit post people refer to without encountering ever any issue on whatever I have checked.
The most likely culprits at the moment are
a) mods related, specifically DWrite.dll
b) cache related, typical update issue I have been always warning about
I am quite frustrated due to the spread of those misinformation about the game being bugged here and there without seeing proper confirmations. But also about the fact that once more, seemingly countless people have those problems but my relevant guides unused at the same time. The last part is a personal frustration, but it is nonetheless weird if you have like dozens of Mac users complaining about multiplayer e.g. but then the workarounds are not used.
Hence day by day I am less eager to help people in that regards ~

I played this game over 700hrs but still surprises me every freakin patches and hotfix lol
