Karlac won't cool down

So in my campaign I am in Act 1 and just before the party in Act 1 I repaired Karlac's heart, and I broke it off with Laezel and confessed my feeling for Karlac. I went through the party talked with her and everything seemed normal,but Karlac never came to my bed that night, but it gave me the option to think about her. After the Party Karlac is asked to be cooled off and no matter what I do (throw water at her, shoot her with an ice arrow, use summon water) her dialog doesn't change and she just asks "Where would you start?" and that's it. Do I have to reload a save prior to the Tiefling party or am I just being impatient and need to wait till Act 2 to progress our relationship?

give her an upgrade from Dammon in the grove and progress to Act 2, yes. And make sure Dammon is alive.

I gave her the upgrade prior to the party, but I will try to be patient and progress to Act 2. Thank you !!!!

Did you get the option to kiss her after you repaired her heart? If you didn't it's probably bugged or if you were in a relationship with Laezel when you fixed Karlach's heart then the romance won't trigger. Karlach is strictly monogamous. If you broke up with Laezel after that then you may get the romance option the second time you repair her heart. The way it's supposed to go is, first repair you kiss her, sparks fly and she needs cooling down. Second repair you kiss her and she doesn't overheat and everything goes from there. She won't respond if you are in another relationship at any time during the attempt at romance.
