Spell sniper eldrich blast wizard
I am a evocation wizard considering taking spell sniper eldrich blast on level 4.
At level 5, does eldrich blast have 2d10 damage on each beam?
And does a wizard with spell sniper use int on attack rolls on eldrich blast?

No, you get 2 beams that are 1d10 each. If you had any innovations you could improve there damage and effects.

Ok I was also hoping for a damage increase at level 5 as other wizard cantrips ;)

Eldritch blast gets more damage by getting more beams, as opposed to other cantrips which stay single-target but get more damage die. However, the best way to improve EB is to get the Agonizing blast Warlock invocation, since it lets you add you charisma modifier to each beam. This makes EB kinda meh on wizards/sorcerers, especially when you factor in various gear synergizing with elemental damage, which EB is not.

If I were you, I would stick to the Wizard way of doing things: unleashing your most annihilating spells on challenging encounters and taking it easy with cantrips against easy opponents.

Empowered evocation also adds your int modifier to eldritch blast (EB), because EB is an evocation cantrip. It's a strong cantrip worth using for sure, especially if you also grab the spell gloves from act 3 and have a high spellsave dc.

Probably won't ever be as strong as a charisma caster's EB though because they can further boost it with potent robe.
