There is no reason not to kill the goblins in blighted village, bit of extra exp.
Also waukeens rest isn't exactly time sensitive, it only becomes time sensitive once you approach it and get pretty close.
Going to the mountain pass around level 6-7 is reasonable though.
If you entered through the temple it's just to the left after you leave the first area. It's the area sort of left and below you where you can see drow that have been turned to stone standing around. It can be a bit of a tough fight though. I think i had to reload 3-4 times before i was able to beat it.
You also need to be ready for another small fight right afterwards, as one of the former statues is going to start trouble. Relatively easy fight if you save a few spells for it though.
I'm still in my first playthrough, but recently entered Act 2 at level 7 -- much closer to level 7 than level 8, to be more specific, and that was after doing a fair bit exploring in the both the Underdark and Githyanki Creche areas.
I know that I didn't do everything, but I'm pretty sure that you're not supposed to need to do everything you can before moving onto Act 2.
Arcane Tower isn't particularly combat-focused -- honestly, getting certain flowers that you'll want to have beforehand involves harder combat even if you do trigger one fight in the Tower. It's more of mobility puzzle (one you can resolve pretty readily even without magical assistance ala Misty Step / Feather Fall, if you don't mind one character taking a pretty modest amount of fall damage in parts).
Grym's challenge will depend on your party composition, since which damage types you favor matters a lot. (Vulnerability spoiler, if you want it: Bludgeoning.)
If you're returning to the Blighted Village, don't forget to explore the buildings themselves, poking around in the basements etc.
