You need to find Elminster and let him inform Gale about using the Orb as a nuke against the Elder Brain. Once Elminster stabilizes Gale's Orb, that's when he's safe to progress to act 3.

normally there is no way to miss Elminster, as far as I recall. His vessel appears on both paths from Act 1 to Act 2

Yeah. The first time I saw him I prepared for combat because it was a weird looking guy and here and there were cultist corpses. In the dim light he surely looked suspicious. But since I knew Elminster like I know Volo from the D&D lore I was quite surprised to see them.
It is also a nice nod towards the lore that Elminster is so lazy, he never ever bothered to visit Gale personally, but instead sent an artificial vessel. Who knows on which plane he is drinking tea at the moment while pretending to be a senile old guy who can casually level mountains.
