Illithid flight is super inconsistent - bug or am I missing something?

I convinced my whole party to become part-mindflayers and gave them all a bunch of powers as well, but for some reason Minthara is the only one who actually flies at will when I press Z, the others just jump, and my main character will sometimes fly, sometimes not have the option. They all seem to have the flight power unlocked in the brain-screen.

What gives? Is this some intentional design thing I am missing the point of or is it a bug?

Yeah there is a little issue with multiple different actions being on the same hotkey. Though I believe larian (at least attempted to) address this recently. Is there maybe a second hotkey assigned to the flight?

IDK I just click the button in the hotbar.

There is no button in the hotbar for half the characters, only Minthara.

If the others have flight too, it should be found by pressing K

They all have it in the K list, but clicking on it just tells me that I can't memorise spells outside of leveling up or something.

Funny thing, if I select my Minthara and ask her to fly somewhere inaccessible, most of the time the rest of the squad will follow her with flight as well.
