Report a translation problem
Same as with other items that'll let you cast a spell.
Then you click on it like any ability or spell.
1. Equip the amulet
2. If not used on that character before the amulet puts a spell icon into your hotbar - common section
3. Cast on dead body which does not recognise you as attacker - if you use it on someone you killed, disguise yourself before using
4. Spell will remain active after usage. You can swap to another necklace if you wish.
5. At the right end of the hotbar you will see the spell can be reactivated unlimited time. Use that to cast the spell again, not the icon in the common section
6. if character dies and revives, it needs a long rest to be used again on the same character

That is always worthwhile when all your questions are answered to your topic. Feel free to ask more if something is unclear. Keep in mind: not all bodies have something to say. When you used the spell, after the first time and the spell becomes reapplicable, corpses which have something to say will glow greenish, making it easier to spot them.
Yeah, that is normal. It would feel weird if every corpse is talkable. But many of the obvious ones are. And it is easy to forget about it too. So for the first playthrough it is worth to keep it always active. Remember: once the spell is active and reapplyable -you see the icon on the right end of the hotbar- you automatically see the glow on corpses where you can use it. That will save you lots of time instead of trying it on every corpse.
Once you've used the spell, all bodies with which you can communicate are highlighted in white. This is probably done so the devs wouldn't have to write and record unique lines for every single NPC in the game.
Speak with the Dead is an okay spell and can give you hints on how to progress quests or where to find loot, but much of the time, it adds mostly flavor and lore to your experience. I reccomend replacing it as an amulet as soon as you can and save Speak to the Dead scrolls in case you need the spell here or there.
On my first playthrough I have forgotten it often.
