Which is different than non-commercial modding.
I couldn't imagine a world without mods, without the restore content mods for Kotor1/2 without the mod needed to start a Tales of Game I played in the past, without mods to make Skyrim what it can be. (Cause honestly, Skyrim rose to popularity due to mods) Civ 5 modded.
Beat Sabre would be a dead game no one plays without mods.
The best thing devs can do is support them and especially, let steam workshop have its go. It only helps and supports game, and honestly, makes the devs of the game money.
If they were ever "illegal" Many studios might shut down and we'd have many less official games to play.
