Report a translation problem
Simply put it's a phasing issue - the game doesn't advance the fire to the "burnt out stage" when fire is deactivated and ash appears instead of active fire. Something seems to keep the fire permanent and spawns in electricity if tried to be put out. To fix it just run in and save Florrick and Benryn and long rest afterwards. It should advance the phase to the "aftermath/ash" and you shouldn't have anymore problems.
Starting before hotfix 16 (because it happened to my character in hotfix 15), that one spot is electrified when steamed. You don't need anything electric for it. It goes away after a long rest (and so does the opportunity to save anyone). A long rest does not stop Benryn's whole deal if he was saved and doesn't affect the Zhents in the area, either.
In principle, that’s what I did when I ran headlong through everything and pulled everyone out.
The fire I wanted to put out was under the arches that led to two closed areas. I wasn’t able to put it out, but I figured out how to penetrate and get a minimum of damage: I had to go to the bridges that were above the arches; there, through the broken wall, go out on the other side of the fire; jump with one character who has boxes with him and take 1-2 damage; build the boxes in a pyramid, like a ladder, and bring everyone else down.
