Fire + Water = Electrified Steam
Can someone explain why this is happening?

The path I needed was all on fire. I threw water bottles at him, but... when I started walking, I noticed that electrified steam appeared. How? Why? For what?! :NARAKACRY:

Yes, but the character with these boots does not have a charge of electricity and even more, he does not come close to steam.

This is the Waukeen's Rest. There is nothing electrified near fire and steam.

In general, it is possible that I entered the steam with a character who was wearing sparkly boots and who had a charge of electricity... I just avoided it after that, and from ordinary steam and fire, electric steam still appeared when extinguishing. Perhaps some kind of bug?

I found the problem, this seems to be a bug reimplemented with the recent hotfix 16.
Simply put it's a phasing issue - the game doesn't advance the fire to the "burnt out stage" when fire is deactivated and ash appears instead of active fire. Something seems to keep the fire permanent and spawns in electricity if tried to be put out. To fix it just run in and save Florrick and Benryn and long rest afterwards. It should advance the phase to the "aftermath/ash" and you shouldn't have anymore problems.

In my experience, trying to put out the fires before a long rest (which should be attempted only after the rescues once the event is triggered) doesn't stop the fires from returning.

Starting before hotfix 16 (because it happened to my character in hotfix 15), that one spot is electrified when steamed. You don't need anything electric for it. It goes away after a long rest (and so does the opportunity to save anyone). A long rest does not stop Benryn's whole deal if he was saved and doesn't affect the Zhents in the area, either.

It is possible that this is not a bug, but the intention of the authors. When I first approached the characters who were putting out the fire, they shouted to me that this fire would be impossible to put out, and I had to run to save all those who could still be saved.

In principle, that’s what I did when I ran headlong through everything and pulled everyone out.

The fire I wanted to put out was under the arches that led to two closed areas. I wasn’t able to put it out, but I figured out how to penetrate and get a minimum of damage: I had to go to the bridges that were above the arches; there, through the broken wall, go out on the other side of the fire; jump with one character who has boxes with him and take 1-2 damage; build the boxes in a pyramid, like a ladder, and bring everyone else down.
