Just checked BG3.wiki and it confirms, yeah, after 2nd rescue at Grym you need to talk to him about staying at your camp, for him to be at LL. Don't feel too bad, I often forget to do this, too. He also can play an important role in Act 3, so at least once I made sure to "do it right".

From my experience - yep. He sells some nice stuff, Brilliant Retort is just a double dam grenade you can use once, shrug, he can play an important role in resolving a situation the "best" way in Act 3 (IMHO) - ... but he's hardly "vital". Or I'd be better at not forgetting that step.
TBH, I once killed him by accident by hitting the wrong switch at the windmill. I didn't go back to an earlier save. He's not THAT important, except he is from a RP sense if you want to have him
Take over the Iron Hands leadership from Wulbren in Act 3, where he promises to make peace with the Gondians. Seems to me the best outcome for their feud.
I did that once because I wanted to see that outcome.
Yeah, it appears to be an inconsistent bug. That dialogue option doesn't always show up on MC - according to the posts I am reading.
