Staff of Arcane Magic + Permanent Bless

Staff of Arcane Magic gives bless spell a different effect: Mystra's Bless (+1d4 to hit with spell attack rolls) and when i tried to understand the effect of this item better (cos item description and real effect aren't the same), found this reddit:

So, just to know, if i got that statue for any character of mine and rest (short/long) while the staff is equiped by someone, that person get both bless types permanent? I'm far from that point, in my first playthrough, but... curiosity kill the cat.
