Does Illthid Experise give proficiency and expertise bonuses?

I'm trying to map out my warlock/sorcerers build, and since im playing as a Dark Urge im choosing to not learn Persuasion or Deception until i get that illthid power.

It does indeed grant you proficiency + expertise in persuasion, deception and intimidation. Kinda like Actor feat in that regard.

That's a long way to go to wait for those illithid buffs especially when you can respec any time with Withers.

It gives both, but it takes quite a while until then, so I would start with Sorcerer and take Persuasion/Decpetion as starting skills or take Beguiling Influence as Eldritch Invocation in the early game and respec once you get Illithid Expertise.
