High Harper Quest Bug
So I'm doing Jaheira's quest in act 3. After arriving in the Lower City, I talked to her and she told me about some contacts. So I went to Danthelon's Dancing Axe and talked to the merchant. Jaheira said something about doppelgangers, and there was nowhere to go from there.

I looked it up and saw that he was supposed to hand over a key, which he didn't. I picked the lock anyway and go where I was supposed to go. Down the ladder, I read that I'm supposed to see some harpers there and eventually begin combat, but it's empty.

Is this bugged? The quest is still in my journal. I read ahead a bit on a guide and it says this eventually leads to Minsc. So am I blocked from that entirely now? I have not long rested since arriving in Wyrm's Crossing.

edit: Okay I figured out what triggered it. After entering Lower City, it seems the Harpers are replaced by doppelgangers. I don't know how Jaheira knew that, it didn't come up in conversation when she gave the quest, but reloading an autosave from before entering the Lower City seems to put the quest back on track.

My question is if it's possible to do this quest afterward. It's still in my journal, but is really vauge. It just says meet with Jaheira's contacts in Baldur's Gate, but I have no idea where they would be. Does anyone know if it's possible to continue with the quest and recruit Minsc if I am too late and the contacts at the Dancing Axe disappeared? I progressed quite a bit into the Lower City and would rather not have to roll back my progress that far.

Mine did the same thing. The quest proceeded normally once I went to Nine-Finger Keene's office in the Lower City.

Seems a bug. When going down there should be several harpers and you'd be approached by one of them. But the key should be in your inventory, if you had to pick the lock, something is wrong. Try talking to the merchant again and then talk to jaheira again.

Okay that's very good to hear. Looking at wiki and guide it seems I jumped over a bunch of things, which is a bummer, but it's not unsalvagable if I can still complete it.

I tried talking again. Tried talking with Jaheira. Tried talking after sending Jaheira away. It seems entering the Lower City pushed that quest forward and skipped that encounter.

yes, it's bugged. which is mad after 5 major patches. You can 100% continue the quest, just need to find the guildhall and continue the quest from a further point. Quite a few bugs in act 3, can tell the act wasn't finished and lots cut from it.

I went in there and we spoke to a guy with long black hair, he was giving hints to us about traitors, (which were the harper dopplegangers) , we then killed them and the quest continued on. No bug, everything went as scripted it would seem to me.
