There are scattered enemies that aren't tied to anything storywise who will still be there after.
There are many story-specific people who'll either move or just become unavailable.

I think that the point of no return is a bit back, BEFORE you went to Moonrise towers to confront Ketheric. When you enter Shadowfell to face Balthazar and release or kill Aylin the whole world changes and you might not finish those quests. So ask yourself if it is worthy to get THAT back.

I don't think anyone here knows who "the veteran archers" are supposed to be. If you need help with specific enemies you need to be specific enough so we can know what encounter specifically you are talking about.
Also, yes, after you did the Oubliette and fought against Ketheric Thorm you enter a portal that takes you to Moonrise Towers. From there the Shadowlands are open to you again so you can finish quests that you didn't finish before fighting the act boss.
Some quests cannot be successfully finished by that point if you didn't finish them before the cut-off point. But the cut-off point was when you entered the Shadowfell at the end of Shar's Gauntlet, which was quite some time ago.
