Report a translation problem
On Explorer, expect little to no new mechanics or additional enemies.
On Balanced, expect a balanced number of new mechanics or additional enemies.
On Tactician, expect an extreme number of new mechanics or additional enemies.
I do not know how all the math for this works, so I don't think there is a lot of fine tuning to it. There definitely is no setting to say "add additional enemies to match my group size of X" and the game does not auto scale. I think it happens in certain encounters, but not always.
There are mods that can add Additional Enemies with more fine tuning than these options.
1. No, the game encounters are unaware of whatever mods you use for your party
2. Since you use mods anyways - install them difficulty mods. There are plenty.
Considering the only way to get a bigger group size is through a mod, I'd say the answer to that is pretty obvious. It's not designed with a bigger group in mind.
