The feature is working as intended.
Just a "Create New" button would be good enough.
They did not avoid the topic. People just do not understand how Hirelings work. Otherwise there would not be the same questions over and over again without proper reasoning.
If you use the Hirelings properly, you can tell.
If they were properly done even without customization, they wouldn't have the custom PC's voicelines while effectively being remote-controlled automatons. The latter fact could easily allow for the ability to create whoever you want, but no, you're stuck with those twelve products of someone's "create the wackiest OC ever" diarrhea.
No, I sorta view the Hirelings as filling in for gaps in your party.
You have no druids or rangers until late in the game; up until recently it was hard to get a paladin; and apart from Tav possibly being one, there are no sorcerors, bards, or monks.
So .... you can recruit hirelings that are those classes. Of course, you can respec any hireling (just as you can respec any companion). They can be appearance edited in the magic mirror. That wasn't always the case. I think. But no, you can't change their race.
I use them as a test lab for custom classes and subclasses, find that very useful.
In camp, they talk in a robotic Withers-like voice. They have their own voice once they are out in the world and they have a bit of commentary and banter, more than you might think, but nothing at the level of origin companions.
There have been mods to add to the hirelings available but they sub in some popular choices people wish were hirelings (or companions). Like, you can hire Alfira as a bard hireling. Everybody seems to want her. Up until now I think there has been nothing that can do full customization, though I think one of that nature may have just hit Nexus, requires Script Extender.
