How does gnome cunning works?
It says it gives you an advantage. Advantage is when you roll two dice and choose the highest. Will it also play a role in dialogues or its strictly for resisting mind affecting spells? Building a gnome fighter and trying to justify not having int as 10 or 8.

Gnome cunning only works on saving throws, so unless the dialogue check specifically calls for a saving throw, it won't apply.

Saving throws are automatic dice rolls representing a creature’s attempt to “save” themselves from harm. They are provoked by spells, the hostile actions (other than attacks) of other creatures, or hazards like traps and surfaces.

If within a dialogue you are target of an hostile action and have to make a saving throw, it will work there too. If not, then no.

Dialoguewise it is insignificant of an advantage.

Early on there were a dialogue checks with wounded mind flayer that check for INT and WIS. I passed both of them, but animation shown only one dice rolling, not two. Does is still roll 2 in the background and simply show you the highest? Or it does not work in dialogues at all.

Dialoguewise the INT action is not a saving throw. The WIS action is indeed one. That actually sounds like a bug if it did not trigger correctly. I recommend you
