It should only apply to a single target, though, since Sneak Attack can only activate once per turn.
I'm trying to solo Tactician and only 4th level right now but my plan for 6th is Berserker 3/ Theif 3 with dual wielding.
The thief gets 2 bonus actions that can both be off hand attacks and the main hand gets bonus sneak attack damage.
Admittedly ludicrous that you can be sneak attacked by a berserker that's all up in your face, but we have to play with the cards we are dealt.
Sneak attack and the original 'backstab' concepts are sort of poor descriptions. Think of it as a "sneaky attack or too many attacks at once" instead. The target is distracted or confused for an instant and you use that moment to hit them where it hurts, eg the hole in most armor under the armpit, or with ranged, to take the time to aim carefully so it penetrates instead of being deflected. You are usually fighting 2 at once for the disadvantage, and its not a sneak attack as in you can't see it coming, its a hit that you can't block because 2 people, one in front and one behind you, are trying to stab you and avoiding all the shots is tricky. Its only really a sneak attack if they are unaware, which in game is represented by stealth. Everything else is more of a 'cheap shot'.
