Have you played any Rogue Trader WH40K? I ask because I'd ask you about it if so. I liked Pathfinder: WotR from Owlcat but admittedly it had some bugs and "issues" with the game mechanics that drove me nuts. I will say this: at least Owlcat definitely made it very mod friendly. Mod management was built into the game launcher interface.
But the thing is, WH40K is their sci-fi setting. It's probably easier to "import" stuff from Warhammer Fantasy, which actually came first. The irony is both game settings have Orcs, it's just in WH40k they're "Orks" and have space ships.
