Report a translation problem
After you steal the blackmail note, go to the refugee stockpile (not the one behind the devil creature camp) and talk to the dwarf foreman. First, ask him for a donation. Then, with a persuasion check, tell him that you are looking for a dangerous donation. He will lead you around to the left, and even warn a worker about contraband. Look further left, and hopefully your perception will flash on a rigged box that you need to disarm. THEN you can talk to Arfur.
I gave up and finish the game, I was already in lvl max anyways
