Worg Pen Fight

Hello,
When i enter the worg pen at the goblin camp, all the npcs immediately turn hostile. I spoke with the goblins outside the door and they were not hostile. Is there another npc i missed, who i can speak to, to prevent this? Thanks!

Seven months later and I'm getting the exact same issue. Worg pen is hostile but the rest of the goblins are friendly.
