But if I'm understanding your post correctly, you never actually saved or rescued him from the Goblin Camp. Hence why "Save Halsin" is incomplete.
If that's true, he's dead and you'll never see him again.
If you DID rescue him at the camp, you first must find him at the Grove, and talk to him. He will tell you to go see Rath to get a reward. THEN he goes to your camp, usually after giving Kagha a nice reprimand (if she's still alive).
Because travelling back to the previous ACT has a tendency to completely bug him out, which makes him vanish. Same thing happens with Minthara in some rare cases because both of them refuse to go back so it sometimes breaks them.
Halsin is particularly buggy since Update #5 so I would not at all risk travelling back once you get to ACT 2.
When you kill the last of the three Goblin leaders, Halsin can be found back in the jail area if you go there right away.
If you delay, Halsin will leave the jail area and then appear back at the Grove. Assuming you have not destroyed the Grove, you talk to him there, recruit him, and meet him back at camp.
If you do none of the above and transition to Act 2, I suspect the Halsin line might be over. But do not know for sure.

He was also in the camp while the Party, but it looks like the quest didn't react to it
Larian is aware of the issue however and will probably fix it with the next major update. But Halsin missing entirely is usually a bug triggered when one tries to go back to ACT 1 areas after entering ACT 2. Halsin in particular is very buggy when it comes to that.
But anyway, yes, I found out she will not go back with you to the Creche or any other area in Act 1. My guess is Larian still hasn't coded any new interactions or reactions for her in Act 1 areas hence that happens.
On the other hand, you can walk with her back into Moonrise towers to do whatever before it goes hostile, nobody reacts one bit. Guess after you persuaded the gate guards she was now your prisoner they told everybody else, and they're fine with that, and Z'Rell and Ketheric are busy elsehwere. You get the same warning to be careful as you will if you walk into Moonrise with Halsin, but that's it. (I walked in with both.)
Yes, I went back, but not early, I went back to sell to different mercants really late.
After I explored all exept the Moontower terretory outside on the map
In die last dialogue I had with him, he say, I should to there and he will follow (or the other way around)
If Halsin WAS at your camp during the party, but is now no longer in your camp, this much I know; you have been bitten by some kind of bug.
All he does is sit in your camp and refuse to help you with anything but advice until later things in Act 2, but anyhoo.
Quest "Save Refugees" is finished now
Save Halsin is NOT finished at this moment
Completed the terretory
Went to Lae'Zels Creche
Cleared this
Went back to Druid Circle to sell Items
Went to Shadowlands via Underground, not Mountains
Did a lot and went back to Act 1 later
If it did not complete for you after doing that, yes, that's a bug.
Halsin's kidnapping is by Orin and in Act 3, by what OP said he's not there yet. Just FYI: who she kidnaps can change (the eligible victims are 4 possible companions and if none of them, your soup kid Yenna).
