Report a translation problem
I went to Figaro's and all I saw were some dopplegangers. Figaro was alive and the detective was there. They joined in a fight against the dopplegangers, no Dolor though.
Granted, I took a few victims out myself but I've never had issues with those other events not happening regardless.
The NPC spawned at camp for me. Once you kill someone on the list he'll tell you to do one more and leave. The second time I killed someone he appeared in the street and gave me the password.
You'll see Dolor trying to get into the Tribunal and you can fight him there. Or so that's what happened last night in my run.
Did you kill the NPC by mistake?
Sadly I think the whole thing was just bugged on my end, but I'm glad it's still working for others. I ended up reloading a save and have made up most of my progress since then, and accessed the murder tribunal.
I think it might've been caused by simply killing too many of the victims too fast, without long resting and potentially avoiding some triggers? No clue though.
